A Feature is something special about the apartment that would be beyond the requirements of Section-8. Therefore a safe and sound apartment is required by Section-8, so this is not a feature. The features are intended to make your life easier, and improve the quality of life, not only for you, but your family (even a family of 1). Features not only apply for the apartment, but also for the building. An apartment feature might be the networking, but a building feature might be the sidewalk, and yes there is something to make the sidewalk special, and beyond Section-8 requirements.
